I turned down a job 8 months ago and the position is opened again so I applied and just waiting to get an interview again.

It will never hurt to try.
They may remember your situation. Just be honest with them and I’m sure if you get the interview and you have the credentials they are looking for you have a definite shot. I’m rootin’ for ya. Best of luck!
if you dont try you will never find out
maybe if you explain this to them it might help
looking after your mother shows commitment so that could work in your favour
