I was offered a job verbally and took the offer about a month a go. I am suppossed to start the 4th,. The thing is another better offer came and I had to take it.
How do I write a letter stating my decline?

first tell them that is was a great offer and sounds good, then say that another, better, offer has come up, and finally say sorry but you will have to decline the job offer. sorry for messing you around.
make it sound as if you didn’t know this was going to happen and you are very sorry.

As you only accepted the job offer verbally, so you may decline it verbally – there’s no need for a letter.
Ring them up and explain the situation truthfully and apologise for any inconvenience. They’ll get over it.
Call them and say you can no longer do it (ASAP) and apologise for wasting their time. The recruitment process isn’t cheap. Let’s hope they have another candidate that can fill your shoes quickly without having to do the recruitment exercise all over again.
